Kevin Fay is recognized as a successful businessman, community leader, and as one of the foremost global environmental policy advocates of the last three decades. In 2021, Fay was asked to create the Sustainable PFAS Action Network (SPAN). Through founding and running SPAN as Executive Director, he helps advocate for state, local, and international PFAS regulation and legislation to be scientific, sustainable, and risk-based, and supports the consideration of environmental, societal and economic benefits.
Fay also provides critical industry leadership and perspective on the negotiation and implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer and the United States Clean Air Act. The Montreal Protocol is widely regarded as one of the most successful multi-lateral environmental agreement (MEA) ever achieved. Most recently in 2022, Fay assisted with advocating for the U.S. ratification of the Kigali Amendment to the Montreal Protocol, which establishes an international phase-down of the production and consumption of hydrofluorocarbons (HFCs). The ratification of the Kigali Amendment was made easier by his previous efforts in 2020 to help secure the passage of the American Innovation and Manufacturing Act, which gave the Environmental Protection Agency the authority to phase down the production and consumption of listed HFCs, manage these HFCs and their substitutes, and facilitate the transition to next-generation technologies.
Fay, through his work on the Montreal Protocol and its processes, has also become a thought leader on sustainable cold chain expansion which is critical to the need to reduce food loss and waste.
While advising significant Fortune 100 industries, he is frequently consulted by governments, industry, nongovernmental organizations, and media representatives on the global climate change policy process. In 2019, Fay was awarded the William K. Reilly Environmental Leadership Award by the American University Center for Environmental Policy
A lawyer by training, Fay is an honors graduate of the University of Virginia (1977), and received his J.D. from the American University Washington College of Law (1981). He currently serves as the CEO of Alcalde & Fay, in Arlington, Virginia, a prominent independent public and government affairs firms in Washington, D.C.
